Why are some Purchase Orders not available for transfer to QuickBooks Online?

When I go to Autotask menu > Contracts > QuickBooks > Transfer Purchase Orders, some purchase orders do not appear. I need to be able to select them so that I can transfer them. Why don't they appear?

The External PO Number causes this behavior. QuickBooks Online populates this number during a transfer.

Autotask uses this number to determine a purchase order has been transferred or not. If you populate the External PO Number manually during the creation of the purchase order, it will not show as available to be transferred to QuickBooks.
